Every operational workflow must have a canonical entry in exactly one of two places:
1. (recommended) — the primary venue for all new and actively maintained workflows. Authored via the Skill Lifecycle Tools (, , ).
2. (backup, legacy) — retained for workflows that predate the Skills Library migration and have not yet been ported. New workflows should not be created here.
Do not create ad-hoc workflow pages as the source of truth. If a workflow is frequently executed, it may also be implemented as a template in , but the canonical definition remains the Skills Library (or legacy Workflows) entry.
